I would highly recommend the Korg es-1 electribe sampler/ groovebox, it's cheap (usually under $200 online) very easy to use, but it has a ton of capabilities. It kind of depends on what kind of sounds you want, but I love the es-1 because since it's a sampler you can pretty much program beats out of anything... just make sure its the es-1, electribe, the others are cool, but not as cool as that one...
Not sure what kind of stuff you want to make, but it good for most electronic genres and is especially cool for old school sample type stuff....
I also suggest the korg kaosscillator... you cant change the presets on it, but its the coolest little synth ever and it has plenty of awesome sounds, and it fits in your pocket... it has all sorts of sounds from trance to spacey pads and glitch beats... its like $150
There are plenty of good freeware options online as well... if you had a mac id have more to say in that direction...
The korg microkorg is awesome too... lots of great synth sounds on it for the entry fee of $400....
